Official opening of bids for international public concession tender for development of the Zagreb Deep Sea container terminal

On Monday, March 9, 2020, at the Port of Rijeka Authority an official opening of the submitted bids was held as apart of an international public tender for the development, business and business concession operation of the Zagreb Deep Sea container terminal in the port of Rijeka. Bids for the development, operation and management of the Zagreb Deep Sea Container Terminal have been submitted by:

1.The competitorjoint venture:
-NINGBO ZHOUSHAN PORT COMPANY LIMITED, People’s Republic of China, stake in consortium 70%
-TIANJIN PORT OVERSEAS HOLDING LIMITED, People’s Republic of China, 20% consortium share
-CHINA ROAD AND BRIDGE CORPORATION, People’s Republic of China,
10% consortium share

2.The competitor joint venture:
-APM TERMINALS BV, The Netherlands, a 51% stake in the consortium
-ENNA LOGIC Ltd., Republic of Croatia, 49% stake in the consortium

The Port of Rijeka Authorityas an institution within the Ministry of the Sea, Transport and Infrastructure of the Republic Croatia, has launched preparatory actions for the selection of concessionaires at the Zagreb Deep Sea container terminal in early 2018. The International public tender procedure was lauched by inviting economic entities (interested qualified port terminal operators) to apply for participation in process and competitive dialogue, there by expressing interest in obtaining a concession for development, business and the management of the Zagreb Deep Sea container terminal at the Rijeka port. The procedue began with the publication of the Invitation for participation on 4 March 2019 in the Electronic Procurement Bulletin of the Republic of Croatia (EOJN /https://eojn.nn.hr/).

Interested economic operators had the opportunity to submit a Request for Participation in the competitive dialogue process until 3 May 2019.The first round of the competition was completed on June 30, 2019 following an evaluation of the applications receivedin competitive dialogue and compiling a short list of candidates.

The second round of the competition began on July 1, 2019 when Data Room was established for shortlisted candidates and Tender Documentation–Part Two was delievered. Competitive dialogue with candidates conducted in the period since July toNovember in 2019. Following the conclusion of the competitive dialogue, on December 2, 2019, the Port of Rijeka Authority sent a Notice of Conclusion of Dialogue to candidates from the shortlist and a Call for Proposals for the Final Bid in the Procedure of granting concessions for the development, operation and management of the Zagreb Deep Sea container terminal. Following the opening of the bids received today, the Port of Rijeka Authority will conduct an evaluation process of the received bids. Once a decision has been made to select the most economically advantageous bid, the procedure will continue towards a signing a concession agreement for the development, operation and management of the Zagreb Deep Sea container terminal in the port of Rijeka with the selected concessionaire.
